California Clean Truck Check Program

The California Air Resources Board (CARB) has developed the Clean Truck Check Program for heavy-duty non-gasoline vehicles to ensure that heavy-duty vehicle emission control systems function properly and remain low-emission throughout their operating life.

The program applies to all diesel and alternative fuel vehicles with a gross vehicle weight rating (GVWR) of over 14,000 pounds, including all out-of-state and out-of-country vehicles. While older vehicles require a smoke opacity test and a visual inspection, vehicles with model year 2013 and newer diesel engines and model year 2018 and newer alternative fuel engines are required to submit OBD data instead. Data collection through a vehicle’s OBD system is a simple and effective method to determine whether a vehicle’s emission control systems are functioning properly. RA Automotive Software Solutions, Inc. has developed the Silver Snap-Tool software application specifically for use with the Clean Truck Check program and is able to transmit the data automatically to CARB, allowing vehicle owners an effortless way to meet CARB’s requirements.

Anyone who wishes to collect and submit OBD data for compliance with the Clean Truck Check program must successfully complete a free online training session from CARB, pass the accompanying exam and receive a Tester ID to become an approved tester.

Take CARB training and exam
… and become a credentialed Clean Truck Check tester. The free online training consists of video learning modules and the exam is completed via an online quiz. After passing the exam you will be assigned a tester ID that will be associated with the email address you registered with.
Please note: When registering for the training and exam, it is very important that you make sure to use the email address that you want to use later for submitting OBD snapshots to CARB. They will only accept your submissions if you use the email address that they have on their records with your tester ID.

Check how many licenses you require
Silver Snap-Tool runs on Microsoft Windows 10 and 11 computers. You need one Silver Snap-Tool license per computer you want to use. The number of licenses required does not depend on the number of users/testers. For each license you will also need a data transfer service (DTS) subscription. Please don’t forget to check if your computers fulfill all of Silver Snap-Tool’s system requirements.

Select needed hardware
For connecting your computer(s) to the vehicles, you need a hardware interface. Out of the list of approved hardware devices, choose which vehicle communication interface(s) you’d like to use. It usually makes sense to have one device per computer.
If you already own one of the models listed, you can use it and are ready to go in this respect.

Purchase everything you need

Provide us with the tester IDs
… and the associated email addresses that CARB has on file for each of your testers. Then please wait for us to create their DTS accounts and subsequently for their individual welcome emails to arrive. Each tester needs to set their initial DTS account password via the link given in their welcome email.
Please note that you will need at least one password already being set up for downloading the software during the next step.

Download and installation
You now need to install Silver Snap-Tool and the driver for your hardware device on your computer(s). To do so, you can either try the easy-to-use Silver Snap-Tool Online Installer or, alternatively, you can download and run the Silver Snap-Tool and driver setup programs manually (login required in each case).

Register your licenses
When you start Silver Snap-Tool for the first time, the registration wizard appears. You now will need your delivery email that has already been mentioned before.
Please watch the last part of our video “How to install Silver Snap-Tool” to learn how to register the license.
This only needs to be done once per computer.

Start Clean Truck Check testing
After starting and registering Silver Snap-Tool, go ahead and create your first snapshot. The manual will help you with that.
Congrats! You’ve just submitted your first OBD snapshot.
You can track all your submissions and the corresponding test results in your personal dashboard on our Clean Clean Truck Check portal website.

WHAT IS IT?

Silver Snap-Tool

Silver Snap-Tool is a Windows software application for reading OBD data from heavy-duty trucks. After the readout, the data is packaged, encrypted and finally transmitted to a CARB server. On the CARB side, the data is automatically analyzed and the submitter receives a “pass” or “fail” result via email. The application is very easy to use and allows only the settings that are really necessary to read and submit the data in order to maximize a positive user experience and ensure high robustness. The focus is on efficiency and simplicity for the user.

Pricing Information

To get started, the initial cost is comprised of:

$500 for the Silver Snap-Tool license (one-time fee) and
$504 for use of the cloud service (annual fee) which includes:
- Unlimited data submissions to CARB
- Access to all Silver Snap-Tool updates
- Technical support

In each subsequent year, only the $504 annual cloud service fee is required.
Additionally, there is a cost for a vehice communication interface (VCI) if you do not have one of the devices listed below.

System requirements

To run Silver Snap-Tool you need a standard laptop with

an Intel or AMD x86-64 processor
Microsoft Windows 10 or Windows 11 (no S mode in each case)
about 200 MB of free harddisk space
a free USB-A port for connecting a vehicle communication interface and
internet access

The software can run along with other programs.

Hardware needed

Interface hardware is required to connect the computer on which Silver Snap-Tool is operated, with the truck being tested (see “Approved hardware devices”). The devices that can be ordered directly from RA Automotive Software Solutions are shown below. Devices not available from us can be purchased on the open market.

Agreement: RA Automotive Software Solutions, Inc. and the manufacturer of the software, RA Consulting GmbH in Germany, are only responsible for the production and delivery of the software. The supplied software Silver Snap-Tool captures OBD data from vehicles and transmits it to a server operated at CARB. The use of the software is the sole responsibility of the user. Attempting to manipulate the captured data in any way is the sole responsibility of the user and is subject to California law.
